Are you talking about concrete block (cinder block)? If so, go to your local hardware store. It will sell all sorts of concrete anchors and screws. Once you get the size you need for the picture, you'll have to drill an appropriate size hole...using a carbide bit....into the wall. I'd suggest picking a location in the mortar cement seam between the blocks. Insert the anchor into the hole, and then the anchor screw into the anchor. You can also purchase concrete screws that screw directly into a starter hole.
