the glue does not have to be removed to install new tile..I assume that you are talking about VCT the 12by12 tiles that are installed in the local stores.In orger to have a smooth floor you will need to use a embosser to level the floor out otherwise the glue marks will show up thru your new floor..the other option is to remore the tile with the glue on it..if it is 8 inch or 9 inch it could be asbestos,,,,if it is emboss the floor and leave it , if is 12 by 12 you could use a small torch and heat... not burn the tops and a putty knife will remove the tile along with the glue and this would take to back to the original floor, again any inperfections in the floor will show thru you new floor so make sure the flooring under the tile to perfect ..in order to have a perfect finiched product
