Actually the work "homestead" pre-dates the free land "Homestead Act" by at least 500 years. Before the free land program the term meant a self-sustaining, independant farm. In that sense it still has meaning.
There is no more free land from the feds. There have been some very depressed small towns and very rural counties that were giving away land under terms that resembled the US Homestead act. This was land that they could not sell for back taxes, but I don't have a link to any.
