About an old post; Free Seeds

Its been a few years but I remember there was a post about the Dept. of Ag. had a site where you could get free seeds and cuttings. There were universities that had gardens like Pullman Wa. and Corvalus Oregon.
They were even going to start an animal program too.
Anyways I have looked for this site and either I am missing it, can't find it, or they don't offer free stuff anymore. Can anyone piont me in the general direction? Thanks
