Groundwater in well

Our well is 4" PVC pipe, but it is capped with 6" PVC pipe. The 4" ends about 30" below ground level. The 6" goes from there (actually a bit lower than there, the 4" is nested in the 6". I don't know how far) to about a foot above the surface. We got a lot of rain this weekend and water in the house turned brown.

What is the best way to seal out groundwater? Is there a reason not to just dig down and put a glue transition PVC fitting between the pipes?

I am not real certain how far below ground level the 4" pipe comes up to, but if it isn't well above the ground surface, I would take the 6" cap off and add enough 4" with a glued coupler to bring it about 18 inches above ground. Then put a cap made to let the pump wireing enter the well. Where does the electric line go into the casing now for the submersible pump? OR do you have a submersible pump??

I just got off the phone with my wife. She had a pump guy look at it. It looks as though someone hit the original well casing with a vehicle and then did a quick fix. The well isn't code.

The 6" wide section is supposed to extend 20 feet down, encasing the 4" pipe and then extending 9 or so inches above the ground.

It's a submersible pump and I don't really know how deep the well is. We've lived here about 6 months.
