Does a 1500 watt heater use 1.5 kilowatts per hour? I'm trying to estimate the cost of running a 1500 watt heater full time.

Yes
If this a block heater application, a timer will pay for itself rather quickly

If you pay 10 cents a KWH, then a 1500 watt heater will cost you 15 cents an hour. $3.60 a day. $110 a month!

The same amount of heat from a gas heater would cost you about 7.5 cents an hour if you are paying $1.50 per therm (100 ccf).
