The coat the wire with something that inhibits root growth, but eventually your tree will damage the line. The good news it that the phone company will fix it because it is on their side of the box.

We have a phone line where trees are planted all along it. It has been there since 1963. The only time it was damaged was when the gas company ran a line to the house and cut it.

GeorgeC is right about the phone company replacing it for free if it goes bad. They do not place anything on the wire to kill roots. There is a metal sheath coated with plastic to protect it from gophers and such
