Cartoonists buy ideas?

I just read in a book by Bill Mauldin that some cartoonists buy ideas. Does anyone know about this?

He wrote and drew during WWII. I have two or three of his books. His cartoons were famous. He even got his a** chewed out by Patton for them.
What book did you just read?

What book did you just read?
The Brass Ring. He went into all that in the book. He wrote the book much later though as he referenced Vietnam. He just happened to mention this tidbit in the book and I was curious about it.
