ok so i know, pretty much, how to build one but which side of the fence do you put the horizontal poles on the side facing the animal or the side facing "out" IE: away from the animal.

.....................Put the wire on the INside ! that way the animals are pushing against the wirewhich is against the tposts and hbraces . If , you're smart you'll run a hot wire offset Out from the wire too keep your animals Off the fence . Goats love too lean against fence wire and scratch , the result being they'll literally Push the fence over UNless you stretch your wire , very tight . , fordy...
