The water level in the bowl is mostly determined by the design of the trap that's built into the toilet. It's designed to fill until the water level is at the top of the trap, and then overflow down the drain. One thing you could try would be to adjust the bowl fill hose inside the tank. It will be a small water line coming from the fill valve, clipped onto a vertical metal pipe. Watch the operation of the tank with the tank lid removed, it's pretty obvious. The fill valve fills the tank from the bottom, and fills the bowl through that little hose that shoots water down into the pipe. You can adjust that small hose so that only part of the water stream goes into the bowl, or none at all. But be aware that the bowl/trap needs to have a certian ammount of water in it to block sewer gas from coming into the room. With the bowl fill hose removed, you will get a small ammount of water that will fall back into the bowl after the flush siphon breaks, but it may not be enough to seal.
Personally, I'd just teach her not to stick her hand in the water. Obviously you and the other family members can use the toilet with no problems. A nice full bowl helps keep the toilet clean, if poop hits the bowl in it's dry areas it tends to stick to it and make a mess.
