Florida auto insurance changes

Received notice today that the insurance system will most likely change immediantly, from a 'no fault' system to a 'tort' system, does anybody understand the systems, in English?

Im not lawyer.

I asked an agent years ago what no fault means.
I hope I remembered correctly.
He said it means if you want your car fixed you have to insure it because no matter who is at fault, you have to pay for your own repairs, or your insurance company has to pay.

You cant get the money from the person who is at fault.
