If it's 6,000 feet down it's within the dark bathyl zone. That makes it totally useless as an artificial reef since not many small life forms can tolerate those depths and there are no plants there. But it most definitely is out of the way and won't be coming back from those depths to haunt anyone again.

What propoganda would that be?

Nobody ever said that particular boat was intended to be an artificial reef. West coast artificial reefs are put down close to the islands, not way out in the ocean.
