WH says they don't need Congress' authorization on Libya

The U.S. invading Libya will only cost $1 dollars. Where or where have I heard that before?

“Today, I authorized the armed forces of the United States to begin a limited military action in Libya,” said Obama, who is in Brazil on an official visit.

So we are at war with Libya. The 90 days are up so what are the ones in Congress going to put a stop or even get information or vote on it.
