I don't know as I give full credence to the notion that crimes are down.
Think about this: All law enforcement departments are stretched beyond breaking everywhere. Unfilled positions, plenty of OT for employees, and many places are not responding to certain property crimes at all. (Honest, not making this up)
This is going to make the statistics unreliable by fairly wide margin. Keep in mind that these statistics are generally based on either arrests, or convictions. What's happening in the courts as our financial system crumbles? Many are getting essentially a slap on the wrist because the cost of incarceration is sky rocketing as well. Not to mention they don't have space at correctional facilities.
As an example: Last August (over a year ago) a person I know got into what is loosely called a "domestic dispute". The woman (the aggressor, mind you, and a felon) found the persons' handgun and shot him. Felony assault by anyone's standard, right? Well guess what? No arrest has been made, nothing is happening at all. It is "under investigation". Keep in mind that a convicted felon shot a person-should be an automatic arrest. They are not allowed to have weapons, never mind use them.
Law enforcement is so overwhelmed they cannot even bring a case to a DA in a reasonable amount of time. Only those incidents which make news, seem to get the fast track. I am quite sure that if you think about it, you will realize that the time between the offense, and a court date of any kind, is getting longer and longer. Not only that, but squabbles exist between local and federal agencies too.
