Its NOT PERMANENT. They get all the wages they missed when the budget is passed. And minimum wage in the meantime is better than nothing, which a lot of state people get when there is no budget passed.

That is absolutely correct...same thing happened last year. It was expected...

I wonder if their landlords/mortgage companies etc will accept an IOU until the budget is set and they get their back pay?

The reality is: The state is bankrupt...and they will continue this path of robbing peter to pay paul...the game is about up for them, Illinois, the gulf states maybe now and the rest including the entire US will follow but it will take a while longer...
