I googled the number and its an auction barn that is selling him. Maybe someone tried to sell him at a sale and the auction barn bought him thinking they could sell him for more with his unusual features.

It might not be as easy as it looks to remove that. There's no tellin how the tendons and ligaments are put together around that fetlock. Then even if it was simple surgery...there'd be a concern with tendon sheath infection in that joint afterwards. For sure if they had to cut anything to relocate it.
