why breastmilk banks are low

And as a result of the hospital practice and policies I mentioned previously; the majority of new mothers don't have any breastmilk to donate.
Consistant with that, I would have glady donated and even continued lactation for that purpose after my child stopped nursing if I'd known there was such a thing.
Education is key in every aspect of breastfeeding and that is where the medical community falls far short... they talk the talk, but fail to walk the walk.
