When attempting to start the saw, excessive fuel is drawn throught the carb into the compression chamber. The plug will wet and raw gas drips from the exhaust. This will occur with the filter which contains part of the choke circuit removed and no choke on. I could see the excessive gas wetting inside the carb when attempting to crank the saw as the rope is pulled. The saw will spit gas back out the carb throat as well as allowing too much gas to enter the combustion chamber. The fuel line from the tank to the carb is in good order. This is a tillotson carb RK-32HK version.
