Lawn Mower Deck Question

I have an older Murray/MTD (???) and we recently had problems with deck hanging system. DH went to the Murray site printed out things he needed and also replaced the belt, ball bearing in the pulleys etc. Now the deck hangs funky, too low in the front when its engaged. It only wants to turn on the lowest setting but as soon as you try to cut the grass it turns too slow or stops turning altogether. Weird thing is when you pull the deck up in the disengaged postion, it looks fine.
Any thoughts?
God Bless,
Michele

There are two deck adjustments at the back end of the deck, one per side and usually a decal with instructions, they have to be locked tight while you make main deck lift adjustments. You have to lay down to see them, they are about 6 inches off the ground and out of sight until you lay down. They a cresent shaped slot with a twist to lock handle.

The fact that the blades won't turn properly makes me think the belt isn't routed properly also. Do you have the book with the diagram? If not borrow or buy one and check your belt routing and how the deck is attached.
