Delay in LED lights...normal?

I just installed two LED lights above my wife's vanity. I noticed that when I flipped the switch the lights don't come on instantly. Rather they take a moment or two to come on. Turning off the lights, they are immediate. this is my first time working with LED lights and I don't know if this is normal or not. Any thoughts?

LEDs are instant; if there's a perceptible delay, it's the circuitry that runs the LEDs. What kind of LED lights are these? I have lots of LED flashlights and other battery-powered lights, and some LED bulbs in cars, and have never seen one with any delay.

I have only observed the delay with compact fluorescent lamps (CFL). Are you certain what you have is Leds?
