I'd say it's a fuel line blockage

It runs long enough to empty the line, and after sitting the line refills.

Check the line and change the filter if it has one, and add one if it doesn't

What motor, what carb? If it's an old B&S with the tank under the carb it sounds like the diaphram. Either way I'd say it's fuel problems.

While you are checking things, remove the shroud from the motor and look for mouse nests. They can cause the engine to overheat and fail by blocking the airflow.

I agree that it is probably a fuel issue. When the engine starts slowing down loosen the gas cap to see if it regains speed. It might be that the cap vent is plugged and therefore forming a vacuum within the tank while running until the engine starves for fuel. Loosening the cap should determine if that is the case.
