Unless he is working on something really light like 22 or 24 ga. you could probably purchase something more common like .030" wire and some replacement tips for his welder. I have a little 110 vac, suitcase welder that I use when tacking together frames inside residences that I run .030" flux core. Runs really good.
Have you tried at your local weld shop?
.023" seems to be less common around here. Most people TIG when working on light material instead of trying to push that fine wire.

I can't say I've ever seen .023 in flux wire. I use .023 wire to weld sheet metal body panels on cars, but it is standard MIG wire. I have .030 and .035 wire in flux I use for heavier steel 1/8 and up as the flux wire burns hotter.

Can't say I have seen .023 flux core either but he swears he used to use it.

I've hit the local shops and online has been a bust.
