What is a "Harmonic tuning set"?
I bought it at a garage sale. It looks like a gear puller set and that is what I thought it was when I grabbed it.

is it a puller for the front "pulley" of a gasoline engine? the harmonic balancer

Yep, it is a Balancer. It was out in my truck when I posted and I missed on the name.
