Removing rust from/painting over chrome?

Working on an old bicycle here. Doesn't have to be a show-stopper, just presentable. The frame is all chromed, a little rust in spots, hardcore rust in other spots.

Is there any way to remove the chrome to get down to bare steel, or a way it can be roughed and primed to take paint?

Nev-R-Dul, "magic wadding", most auto parts store will carry it, even some other type stores. It won't remove the pitting (but will drastically reduce them), but the rust will be gone. A little bit goes a long way; 1 can lasts me 3 years. The more elbow grease you use, the better the look. I use it often on auto restorations.
