IH 241 round baler

HI. I am having trouble getting the hay to start rolling in the baler. I changed all upper belts and adjusted them, and tried adjusting the compression roller. It still will not start rolling. The hay gets to the compression roller and lower belt and it just bunches up. Do any of you have any experience with this baler or problem?

Possible causes:
1.) Length of material is too short. Short, fine hay cut early can be difficult for this baler to start bale.
2.) Hay is too dry. If some moisture content is not present, the hay material loses it's tendency to *stick* together and it is hard for machine to draw in an adequate material flow to start rolling a bale.
3.) Upper drive roll has become too slick. Correct problem by:
A.) Wrapping upper drive roll in rubber, or
B.) Have upper drive roll coated with spray-on Rhino bedliner product.

Now thats a neat idea!! I have a rubber coated bottom roller in my NH 849. Its in great shape now but it may not always be. I wonder if you could band-aide along am older haybines conditioner rolls like that,
