Surge bucket milker - Problems with pulsator

I just bought a milker for my cow and after three days I can't seem to get the pulsator to work. We've taken in apart and oiled it including the leathers and now the pistons seem to fit too tightly to allow the pulsating action. I get a good vacuum from the pump because I can't pry open the lid on the bucket when it's on, but the pistons won't pulse back and forth. Fairly positive everything is back in its proper place. Any ideas?

PULSATION SYSTEM
Check each pulsator for operation by observing milker action
Clean pulsators
Check pulsator airline connections
Clean pulsator fresh air filter
Have your dealer rebuild pulsators
Have your dealer perform a complete system analysis
Replace fresh air filter

"I don't think I had any kind of schedule for oiling the pulsator. Maybe I should have, but I think I just oiled it "every once in awhile". I do recall that the pulsator would get sorta "draggy", and then I'd oil it and it would speed right up."

I know it has been awhile but what did you do to fix it? I'm having the same problem.
