Homebrew museum piece

I came across the following article in Popular Mechanics about 'Philbert the Puddle Jumper', made by a 17 year old kid back in the '30s : http://www.popularmechanics.com/auto...e/3475911.html . The original owner drove the three wheeled, Indian motorcycle powered car more than 150K miles before donating it to Jay Leno's car museum. I can't imagine the hassles that people would have to go through today to get something like that licensed. In fact, I don't think anybody could license a homebrew vehicle today, since everything has to have airbags nowadays.
