90 suburban wont start

My 1990 suburban wont turn over. nothing works but the low beam headlights. nothing else; dash lights, bell, windows radio the starter wont even click...the battery is new and fully charged, I checked the terminals, wires, ground. There must be an inline main fuse going to the fuse box, but where is it? and why do the headlights partially work? anybody got any ideas?

No main fuse, there are fusible links that are at the main terminal at the starter. They are easily damaged or burnt on the exhaust if starter has been worked on.

Headlights work as a safety feature. Headlights are on a resetting circuit breaker to let you have lights until the vehicle can come to a stop safely. The designers will let the car almost burn before letting the lights totally extinguish.
