Can a pine tree be propagated with a bud or small branch?

Pine will not root from a cutting but it can be grafted.

It's the same technique but it is a little fussier. If this works here are some pictures I googled.

This is an idea not related to growing pine from a cutting, but If you already have a pine growing, you don't have to kill it when cutting it for a christas tree or to 'regrow' a 'new' tree by cutting above the first side branch.
I"ve done that with scotch pine, and the branch grew upward forming another tree on that stump. A white pine that was brown and looked dead, but the bottom branches were viable, so I cut the tree above to leave only the bottom branch. That tree now is nice shape about 10' high after about 5 years.
