Lift up the whole unit and expose the tines. Find the two inside tines that point toward each other..... Using a ruler, measure the distance between the points of each....more than five inches between them, time to replace the tines(per the user's manual)....and consider the wear and tear on the whole machine in getting to that point.
You can get tine replacement sets for about $150, with shipping, but you should consider the wear and tear on the innards of the tiller unit--and pay accordingly, based on condition. Also note any lube leakage at the tine shaft seals--leaks indicate wear, and when the seals leak out all the lube, the insides, being mostly bronze, may be ripe for replacement. Or a new tiller unit is about $400.
Of course, the engine wear and tear will be measured by the tine condition, too.
I got a like new, three year old Horse this spring for under $700( then sold my worn out one(for the 8hp Kohler engine) for $150. I would guestimate that something under $500 would be okay for a 1990's model--but condition is the most important factor.
