Horse manure compost

With an ample supply of such, we have a major pile, maybe 20 cubic yards. The chickens break it down dureing their free rangeing, turn it into powder. The question is will it break down quicker if I keep it wet?

Moist, not wet. You don't want to leach the good stuff out of it.
I grew some great veggies/berries with it, however it grew weeds like a lawn- though mine was fresh off the field. Sounds like your composting.

Imagine a sponge that has just been squeezed of water. That is perfect for composting.
