There was a long thread about these sometime last year. They do not actually produce electricity, but act as skylights during the day. They would brighten up a windowless room in an amazing way, but do nothing at night. Apparently the chlorine in the water helps amplify the light coming through the bottles (and of course would stop mold from growing). But it is a cheap way to get light into unlighted areas so the space could be used (perhaps as a store?) during the day.
