Those are probably traps for them. The infestation started here in Michigan, so our trees were long gone before there was any effort to try to contain the damage. At an old location for my business were were just a few miles from where they started (they believe the infection started from pallets shipped from Asia), and I noticed way back in the late 90's a big beautiful ash tree on the property suddenly looking very bad and then it just died a year or so later. It has continued to spread since then. Where I live now, it started a couple of years ago despite quarantine zones and other preventative measures.
I hope the traps have some effectiveness, but if you have ash trees there is probably not much hope for them. They will eventually get there.
