Everyone dreams of having a supply of hay for two years to cover the likelihood of a drought. 2nd year hay is better than no hay to feed. Several years ago round bales were priced at over $100 a bale - I am not aware of anyone buying them at that price but I did see them priced that high. Currently hay is being priced here up to $80 a bale with the majority going for $40 or so.
It's your call. Place enough to feed abundantly this year and sale the rest. If cattle prices are great this winter, purchase a few more head for next year's increase to herd or replacements.
Consider yourself lucky to have the choice.
